The Mayor of Chapel Hill, NC refuses to say there are too many guns in Chapel Hill and urge citizens to reduce the number. When you see a story like this one, it makes her refusal even more irritating, disappointing and risky.

This makes sense, and I completely agree on the firearms argument. Where I have some uncertainty, however, is to imagine someone committing one of these awful crimes who does not have a mental incapacity of some sort. Surely, those flaws are detectable somewhere along the line?
